The U.S. Office of Management and Budget (OMB) has combined the OMB circulars (i.e. A-21, A-110, A-133) into a single document of government-wide grants management policies and guidelines. Known as Uniform Guidance, or 2 CFR 200, these new regulations became effective December 26, 2014. This is a major reform on how the federal government provides assistance awards (e.g., grants and cooperative agreements) with the goal of increasing accountability and transparency while reducing the administrative burden borne by the parties.
