Unique Entity Identifier (UEI)

It’s important to know the difference between registering your organization and requesting a UEI; these are two significantly different procedures and completing the wrong SAM.gov procedure can have significant consequences when acquiring a new UEI.

About UEIs
If your department has subrecipients receiving federal funds from JHU, they are required to have a Unique Entity Identifier (UEI) through the System for Award Management (SAM).

The UEI is required in order for JHU to report FFATA (Federal Funding Accountability and Transparency Act) activities as required under federal awards

How to find the UEI:
If your subrecipient was registered in SAM.gov prior to the UEI conversion (April 2022), then SAM.gov automatically provided a UEI number and you can:

  • Check this USA Spending crosswalk tool for legacy DUNS numbers and their corresponding UEIs
  • Check the FDP Clearinghouse (this is for domestic higher education institutions)
  • Ask your subrecipient for the UEI
  •  
    If you are working with a foreign subrecipient, reach out to the organization to see if they were previously registered in SAM.gov and have the assigned UEI – if they do not, the subrecipient will need to request a UEI.

    When to request a UEI number

    You are a JHU subrecipient organization receiving federal funds from JHU

    The UEI cannot be verified by the USA Spending Crosswalk or FDP Clearinghouse and your subrecipient is not able to provide the UEI

    When to register an organization
    This is not applicable to JHU subrecipients

    This only applies if you are not a JHU subrecipient organization, and if the organization will receive federal funds directly from the U.S. federal government
