Mexico City Policy / Protecting Life in Global Health Assistance

NOTICE: On January 28, 2021, President Biden issued a Presidential Memorandum revoking the January 23, 2017, Presidential Memorandum (The Mexico City Policy), thereby rescinding the PLGHA policy. As a result, the Protecting Life in Global Health Assistance and Statutory Abortion Restrictions course has been removed from the USAID website.

Please review and distribute this information to any of your department’s faculty and staff who may not otherwise receive it.  If you have any questions, please feel free to contact any of your staff contacts at JHURA.

The Mexico City Policy – (1/23/2017)

On January 23, 2017, the U.S. Government reinstated and expanded the provisions of the Mexico City Policy.  Pursuant to the Presidential Memorandum Regarding the Mexico City Policy, on May 15, 2017, the U.S. State Department issued a new standard provision for health assistance awards – Protecting Life In Global Health Assistance (May 2017).  This new standard provision reflects changes needed to extend the Mexico City Policy to all global health assistance.  Currently, JHURA is seeing this clause in all new and modified USAID awards.  In the near future, we can expect to see this in other federally sponsored awards for global health assistance.

For more information, please see the explanatory memorandum that sets out both the federal requirements and the university procedures; a certification to be completed by a prospective foreign NGO collaborator; and a worksheet to be used to assist you during the proposal stage to analyze whether a potential collaborator will be eligible to participate in a federally funded project.

USAID has an archived course on The Mexico City Policy, which can be found at here.
